Baton Rouge, La. – April 26, 2022 – Mayor-President Sharon Weston Broome announced today the City-Parish is accepting proposals for contractors to provide solid waste and recycling services.
Through this process, known as a request for proposals (RFP), the City-Parish has outlined clear expectations and metrics for high-quality services to be provided to approximately 130,000 residences, multi-family units, and municipal facilities.
“Our City-Parish government remains dedicated to providing reliable services to the residents of East Baton Rouge Parish,” said Mayor Broome. “This process will allow us to examine all potential contractors and their plans for delivering some of our community’s most visible and important services and ensure our residents receive comprehensive, reliable, and quality services well into the future.”
At minimum, contractors are required to submit proposals for the same levels of services the City-Parish currently provides. However, contractors can also propose other options for delivering such services based on cost and other factors — from the frequency of garbage and recycling collection (e.g., twice per week versus weekly collection) to how yard and bulky waste is collected. The selected contractor(s) will also be responsible for processing recyclable materials and ensuring the recovery of at least 95% of recyclable materials received through curbside collection.
Proposals will be reviewed by representatives from the City-Parish government and community leaders who have volunteered to help. The City-Parish may select one vendor or award services to multiple proposers. Proposers are required to use collection vehicles fueled by compressed natural gas or a fleet of collection vehicles that are carbon neutral; furthermore, proposers are encouraged to include disadvantaged business enterprises (DBEs) as part of Mayor Broome’s focus on equity in business and City-Parish contracting.
A contract is expected to be awarded in the fall of 2022, which is subject to Metropolitan Council approval. The City-Parish’s existing solid waste and recycling contract ends Feb. 28, 2023. The contract(s) resulting from this RFP are expected to begin March 1, 2023, with an anticipated seven-year duration.
