[ARCHIVED] Scotlandville Affordable Housing Development

Baton Rouge, LA - July 27, 2023 - Mayor-President Sharon Weston Broome announced an agreement with KMT Holdings for the construction of the Scotlandville Housing Development. This crucial agreement paves the way for the construction of 36 affordable housing units in a 51,000 sq. ft. mixed-use development in the Scotlandville community.

The East Baton Rouge Metropolitan Council approved Mayor Broome's proposed allocation of $6 million from the American Rescue Plan funds in 2021, naming KMT Holdings as the subrecipient of the funds. This approval initiated a series of rigorous negotiations to ensure compliance with the guidelines set by the U.S. Treasury Department.

"We have worked diligently to ensure these funds are used appropriately and to the benefit of the community," said Mayor Broome. "This housing development is a major, strategic investment for the Scotlandville community, a historically African-American community that deserves reinvestment."

The Scotlandville development is but one of several major investments in affordable housing and infrastructure by the Broome administration. Other notable projects in the area include:

Affordable Housing Developments

  • Banyan Foundation’s Capstone at Scotlandville: 6 two-story buildings with 84 units; $1.8 million invested; Nearly Complete
  • YWCA’s Providence Place Housing Development: 12 units of affordable, safe housing for women; $1.16 million invested; Under Development
  • Central Road Development: 3 homes for first-time homebuyers; $488,000 invested; Nearly Complete
  • The Home Rehab Program: Provided home repairs for over 40 homeowners since 2016; $2.76 million invested; Complete

MOVEBR Transportation Infrastructure Program Projects (project information and estimated timelines at movebr.brla.gov/projects):

  • Scenic Highway: Corridor Improvements; $7 million
  • Plank Road Corridor Enhancement Segment 2: Corridor Improvements; $15 million
  • Harding Boulevard at I-110: New Capacity; $5 million
  • Thomas Road: Capacity Improvements; $28.6 million 
  • 72nd Avenue Sidewalks: Phase 1 & 2; $600,000 and $700,000
  • Elm Grove Garden Sidewalks: Community Enhancement; $3.7 million
  • Progress Road Sidewalks: $1.8 million
  • Rosenwald Road Sidewalks: $1 million
  • Sunshine Road Sidewalks: $3.5 million
  • Jewel Newman Community Center: Gateway Signage & Beautification; $159,000

"By nurturing these developments, we're not just building homes and roads; we're investing in the revitalization and enhancement of our communities," Mayor Broome added. "Our citizens deserve safe, affordable housing, and efficient, reliable infrastructure."

Construction of the Scotlandville Housing Development is expected to be completed by 2025. The project is a significant step towards Mayor Broome's commitment to affordable housing, comprehensive infrastructure, and the strengthening of Baton Rouge communities.
