Non-Significant Industrial User
Non-Significant Industrial user (Non-SIU) or user means any nonresidential user; a source of indirect discharge that does not meet the definition of an SIU. All Non-SIUs are required to obtain a wastewater discharge permit in accordance with City-Parish Ordinance Number 16120.
Obtain a Permit
Non-SIU Permits are obtained by registering online. Upon registration approval, you will be issued password access and instruction on how to use the City-Parish Online Program. Upon completion of registration, you will be issued a three-year permit and will be required to following Best Management Practices (BMPs) and submit an annual certification (online). A permit fee of $300 will be assessed though billings with the Baton Rouge Water Company.
Best Management Practices (BMPs)
The City of Baton Rouge/Parish of East Baton Rouge’s Industrial Pretreatment Program regulates discharges from all non-significant users through Best Management Practices (BMPs). BMPs are management and operational procedures that are intended to prevent pollutants from entering a facility’s wastestream or from reaching a discharge point.
BMPs are defined at Title 40 of the Code of Federal Regulations (CFR) 403.3(e) as schedules of activities, prohibitions of practices, maintenance procedures, and other management practices to implement the general and specific prohibitions listed in sections 403.5(a)(1) and (b). BMPs also include treatment requirements, operating procedures, and practices to control plant site runoff, spillage or leaks, sludge or waste disposal, or drainage from raw materials storage.
