Purchasing is responsible for purchasing supplies, and materials, and handling contractual services for all user agencies of the City-Parish government.

Services are the following:

  1. Vendor Outreach and Education: The Purchasing Department offers informative sessions and workshops to educate vendors on the procurement process, contract requirements, and any upcoming opportunities within the local government.
  2. Transparent Procurement Processes: Ensuring fairness and openness, the department provides detailed information on procurement procedures, bid evaluations, and contract awards. This transparency fosters trust and encourages vendor participation.
  3. Online Vendor Registration: A user-friendly online platform (VSS) which allows vendors to register and receive notifications about relevant solicitations, making it easier for them to engage with the City Parish Purchasing department.
  4. Pre-Bid Conferences: The department organizes pre-bid conferences to clarify project specifications, answer vendor questions, and provide insights that contribute to more competitive and accurate bids.
  5.  Supplier Diversity Programs (SEDBE): Actively promoting diversity and inclusion, the department implements programs to encourage participation from minority-owned, women-owned, and small businesses, enriching the local vendor landscape.
  6. Feedback Mechanisms: Establishing channels for vendor feedback, the department values input on the procurement process, seeking continuous improvement opportunities and ensuring responsiveness to vendor concerns.
  7. Technology Integration: Utilizing modern procurement technologies (Central Bidding), the department streamlines processes, enhances communication, and provides vendors with efficient tools for submitting bids and managing contracts.
  8. Contract Performance Monitoring: The Purchasing Department monitors vendor performance against contract terms, ensuring that constituents receive high-quality goods and services while maintaining accountability among suppliers.
  9.  Community Engagement: Actively involving constituents in the procurement process, the department seeks public input on major procurement decisions, fostering a sense of community involvement and transparency in Public Bid Law government actions.
