Retirement System

The Employees’ Retirement System of the City of Baton Rouge and Parish of East Baton Rouge (CPERS) was created in 1953. CPERS is a governmental defined benefit plan qualified under Section 401(a) of the Internal Revenue Code as a public trust fund to provide benefit payment for its eligible members, beneficiaries and survivors.

Plan Funding

The plan is funded by member and employer contributions and earnings from investments. The plan comprises two trust funds: the original trust fund from which are paid most retirement benefits, and the Police Guarantee Trust, which was established in February 2000 to provide for a funded pension trust from which are paid certain retirement benefits to eligible members as contractually provided for in the Agreement and Guarantee of Retirement Rights and Benefits.

Governance

CPERS is governed by a seven (7) member Board of Trustees: two (2) members are elected by members other than police or fire; one (1) police member is elected by police service members; one (1) fire member is elected by fire service members; one (1) person is appointed by the Mayor-President; and two (2) members are appointed by the Metropolitan Council to serve four year terms.

Membership is mandatory for all employees whose employing agencies are CPERS participants. For further details go to the Code of Ordinances Section 1:251 under Member and Employer.
