Mitigation Grants and Programs
FEMA's Hazard Mitigation Assistance (HMA) grant programs provide funding for eligible mitigation activities that reduce disaster losses and protect life and property from future disaster damages including the Hazard Mitigation Grant Program (HMGP), Pre-Disaster Mitigation (PDM), Flood Mitigation Assistance (FMA) and Building Resilient Infrastructure and Communities (BRIC).
Flood Mitigation Assistance is a competitive grant program that provides funding to states, local communities, federally recognized tribes and territories. Funds can be used for projects that reduce or eliminate the risk of repetitive flood damage to buildings insured by the National Flood Insurance Program.
FEMA’s Hazard Mitigation Grant Program provides funding to state, local, tribal and territorial governments so they can develop hazard mitigation plans and rebuild in a way that reduces, or mitigates, future disaster losses in their communities. When requested by an authorized representative, this grant funding is available after a presidentially declared disaster.

The Hazard Mitigation Grant Program (HMGP) is authorized under Section 404 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act.
The Federal Mitigation Assistance (FMA) Grant Program is authorized under Section 1366 of the National Flood Insurance Act of 1968, as amended.
